The 7130e offers "location based services" (LBS). LBS can be accessed by the following commands: Settings -> Options -> Location Based Services -> '911 Only' or 'Location On'. The trouble is that I can't figure out what capabilities Verizion (or RIM for that matter) offer for LBS. I must have missed the LBS section in the manual.

I'm hoping that LBS offers GPS capabilities so that I can use by 7130e as a navigation tool.

Check VZW website. There was something announced yesterday about GPS location services.

As far as I know is with VZW the only phone that can do GPS is the new Moto V325 that will have a get it now app that you can get. BB are unable to do it as of right now
