Why is cingular using the T-Mobile web site for the BIS?

Where does this talk about Cingular upgrading in Q2? And what is Q2 to Cingular?

I viewed this as a guest and logged in and saw no difference in content.

I asked about release date on the Cingular Forum and got a "springtime" answer, but that it was completely based on RIM delivering.
