I've performed the same upgrade to my Bell Mobility 7250 and experienced the same partial connection that you are describing. I've spoken to various levels of support within Bell Mobility and consistently received one of two dismissive answers:
1) The 7250 doesn't support tethering.
2) I have no idea what your talking about.
I have asked if there is a difference in feature codes or other provisioning between accounts using a 7130e for EvDO/tethering and accounts using 7250 hardware and everyone that I speak to insists that there isn't. One technician suggested that there may be a restriction on the network which only allows ESNs of a certain range to pass through ... this seems plausible ... but I have not found out anything definitive.
