Unhappy 8700c surfs, receives email but doesn't call out

My New 8700c (bought on ebay) is awesome except for this intermittent problem:

Occassionally, the phone will not make outgoing calls giving the message "unableto connect to #". However all other functions operate normally, e.g. sending / receiving email and web browsing. Once I receive a call, I am again able to make outgoing calls.

Has anyone experienced this anomaly or know of a fix? I'm worried the ebay seller is going to rip me off and I may be stuck with a defective pda.

Thanks.
