Please ensure you have proceeded to the proper service provider's activation site, as specified within the provided documentation.

That means it's provisioned for another carrier, I had the same problem when trying to register a 7280 (Cingular) on the Rogers BIS.

Just call up Vodafone and they should get it provisioned over to them.
