RIM manufactures the devices and provides the devices to the various wireless providers. Cingular would be the one who provides you the services, i.e. data plan, phone plan etc.
If you want your manufactured device to work like a phone/PDA you will need to contact Cingular to have that happen. Follow NJBlackBerry
