Does anyone have or do I need a new version of my device software on my 8703e fom Sprint. When I add applications I notice that it says I have no device software loaded.

You should already have the newest OS available for your device since it was just released recently. Is this a message you get when using the Application Loader in the Desktop Manager? If so, that could just mean that the computer doesn't see any other software loaded to your BB, and it's not talking about the OS.

Have you loaded the software to your Computer that came with your BB? Take a look on your desktop and tell us if you see the icon for the Desktop Manager and Device Manager?
