I have converted a ringtone into .adp format for my blackberry 7100G (cingular) and I do not have a blackberry data plan. Is there any way to get the file to the phone via hotsync?

Nope, sorry. Ringtones have to be downloaded via the browser.

There is an application for the Blackberry called PhonePix that can do it. When installed it gives you a photo contact list, photo-ID for incoming calls as well as the facility to upload your own ringtones via USB. The app was a bit too flaky and resource demanding for me but it does work on my 7100V.
