This is done in order to push their own agenda and products and gain a bit more revenue stream while cutting down a potential influx of support calls for a new feature. Same thing went for BlackBerry Messenger on T-Mobile (until recently). Same thing went for Yahoo Messenger on Cingular. Honestly, it's not that big of a deal if 1 minute of editing a file in Notepad can result in the unlocked capabilities. It's a lot easier than dealing with the idea that the feature would be service book-driven and thus completely up to the carrier to allow it or not (such as Yahoo IM).
