I have a friend that will travel to the Caribbean Islands form Montreal,Canada.
We are using the Rogers network. we heard that it is very expensive something like $25.00 a miniute. Is there a way we can ask for a special plan
or some way to keep the roaming and cost down.

It's not $25/minute; not even on Rogers. Check their web site for the International rates.

Add the Int'l roaming service to your plan. By default it has to be on your account for a mo. Whoever told you $25 and min obviously has no clue what their talking about? Last time I checked it was $1.25 a min with $1.75 connection fee per call.
