OS 4.2.1.139 for the 8800 (AT&T) supports the following languages:
  • English (UK)
  • French
  • Italian
  • German
  • Spanish
  • Brazilian Portuguese
  • Hungarian
  • Catalan
  • Czech
  • Dutch
  • Polish
  • Turkish
This is one of the latest OS versions. Looks like you'll have to look elsewhere (third party add on) for Arabic or Hebrew support.

There is support in the 8800 version of Rogers for Arabic and Hebrew. They call it semitic font support. A friend of mine has successfully ported the cods from the 8800 to the 8830. I also know that the telus version for the 8700 has semitic font support.
Hope that helps
