This is one of the real problems buying a used BB. First, you need to ensure that you have a BB dataplan and that the device is properly provisioned. Your carrier will do this. No dataplan no email and no Internet.
You also need to contact the buyer and have them cancel their BIS account with their carrier and release the IMEI and PIN so you can set up your BIS account with your carrier (Rogers?).
In addition, if the BB was used on BES, you will need to remove the IT policies. There are several threads on this, so I suggest you do a search on "remove IT policies".
