Is there a way to change the status light color on the Blackberry from blinking red to bliking green without the use of a 3rd party program?

Green means that you are on the network. Go into Settings / Options / Screen and keyoard and set the Network Notification option (whatever it is called) to Off.

Is this green light only for the 7100 series, I do not even have an option called settings in my 7250.
