Have you contacted your BES administrator?
There could be dozens of reasons for an activation to fail.
Here's some things to check...
~ Make sure you've been added to the BES.
~ Make sure your BES admin has set an activation password for you.
~ Make sure you have a BES capable BlackBerry Data Plan on your account (must support Enterprise use)
~ Make sure your e-mail system is configured to allow messages from *.blackberry.net (activation email sometimes gets caught by spam filters)
~ Make sure you have a strong data signal (GPRS or EDGE in all capital letters)
