There is no SMS app on any BlackBerry. SMS is simply a feature of the operating system.
I would assume you are missing this feature because it was disabled by an IT Policy.

Do you still have an IT Policy on your device?
Options > Security Options > General Settings > IT Policy Name = ?

So, it's got an IT Policy on it... which you're going to need to remove.

I would really be careful about removing an IT Policy if you still work for the company that put it there. They did it for a reason, one of which they don't want to pay for SMS messaging. Another reason is security.

It's actually a part of the messages app.
