I've seen a couple of posts that indicate that voice dialing (while the 8830 is locked) is indeed possible, yet I have been unsuccessful in accomplishing this.

Could some who has succeed in doing this please provide setting specifics?

Additional Information:

Carrier: Verizon
BES for Domino: 4.1
App Version: 4.2.2.148 (271)
Allow outgoing calls when locked: True

It has to be set to True in the IT Policy and then also on the BB under Options -> Security Options -> General Settings.

The IT Policy allows it, but the handheld actually turns it on or off.

I just checked, and it is also listed as "Yes" within my B's Security settings.

IIRC, there's also an option to allow under Bluetooth options. So have a look there... Took some trial and error, but I got it working on my Pearl and Curve.

I think you can disallow outgoing calls while locked under security options, but you must allow under Bluetooth.

Still no dice (have tried several settings, none of which seem to allow for Voice Dialing with th 8830 locked.
