I am thinking of upgrading to the 8830 on Verizon's network and want to know if there is a way to sync my calendar and contacts with Outlook 2007 using a data cable, but without a data plan.

Verizon told me that all of their Blackberries require a data plan to do any type of syncing and I think it's ridiculous to pay a minimum of $30 just to sync my calendar.

They tried to tell me how great it'd be because I'd have internet access too, but I have no use for internet access on my phone. If I'm going to need the internet, I'll bring my laptop.

You can sync Calendar and Contacts (And Memos, and To-Dos) without a Blackberry Data Plan. You will have no internet, or e-mail capabilities at all.

I think a bigger problem for you will be getting a Verizon Blackberry without the Data Plan. I believe Verizon requires all BlackBerry users to have a BlackBerry Data Plan now. You may need to fight them on that.
