Default WiFi Roaming - does that work for anyone ?

MY Z10 will not change to the Acesspoint with the strongest signal automatically. My 9700 however does it. Also, there is an option to allow roaming or not.
The Z10 does not have this option. If I deactive the Wifi and, activate again it will connect to the AP with the strongest signal.
