Any mapping software that uses vector based maps will use less data to transfer the same maps. Hence BB Maps use less data than Google maps as BB Maps are vector based. The flip side of it is that non-vector based maps look "prettier". Furthermore, the more features your mapping software has the more data it will transfer (e.g., turn-by-turn voice navigation, traffic info, landmarks, etc. will all add more data).

Hope this helps. I do not think you will find a specific list ranked by data usage anywhere though as it all depends on what you do. Just use this as guideline and look at the functional specs and features of the software you are wanting to use.

Amaze GPS has a turn by turn / voice mode that is very low bandwidth (ie no maps downloaded). It's what I use on my 25MB data plan.
