Does anyone know if purchasing a NEVER OPENED TOTALLY NEW BlackBerry 7290 would allow me to sign up with a European Carrier?

I already bought one on ebay (that was used) and I could not connect it in Europe.

We need more informations to help you. From which carrier is the Blackberry? Which carrier do you want to use in Europe? Are you going to use a BES or BWC? Did you check if the new Blackberry is sim-locked? You can check this by going to Options->SIM-card. If the device is running OS4 just type MEPD, else hold down the -Key and press key by key MEPD. Is everything deactivated?
