Does anyone know if a self powered USB hub will be able to power and charge my ipod and other usb chargable devices?

I can't see any reason why not. Presumably you're looking to charge everything at the same time, though - so the current that it can put out will need to be enough to cope with what you plug into the hub.

I do have a hub that looks exactly like that and the current (from a PC) is enough for a couple of devices at least. I don't have an old BB charger to test it with, though.
