When you open the browser on that main page there is a download section. In that section there are themes there for download.

Did they use that java theme builder or do they have something special?

If you are talking about mobile.blackberry.com the themes are for OS 4.1 ONLY..

Dont know what they used to make them but they have a few new kewl games as well..

The themes provided are, at least the one I downloaded was created by Plazmic, the creator of the CDK that includes Theme Builder. I imagine they used all of the tools in the Kit and then some. Someday I hope to have time to learn more about the rest of the Plazmic CDK.
