Has anyone try loading a different OS. If so which one and did it solve the low ring volume.

Or any recommedations

I tried the Telstra but I think the Sprint version is the latest one available. I've since switched back to the 7250 and will wait for the 8700. I mostly used it on vibrate but when I did have the ringer on at night I could usually hear it from the other room.

Can I use any OS or do I have to stick with a CDMA carrier? I know how to load the new OS, just wanted someone to recommend one that is good,

You can only install a 7130e OS - so that means only a CDMA version.. The 7130c versions will not load.
