Is there a way to change file name of the ringtones that i upload from coolservice once it is saved to my BB 8700.

Not once it is saved, but you can during the save process. Just scroll down to the name and highlight up to the "." and type in the new name and save.

In fact, the blackberry does not rely upon the ".mp3" style extensions to recognise a file. You can rename it during the save process as discussed above without preserving the file extension.
