So I don't have a BB internet plan on my BB and I want to dowload some ringtones. I was wondering if it was possible to send the ringtones via bluetooth or over the USB cable. Any help is appreciated!

You can not send ringtones via Bluetooth.

Here is a thread on how to get ringtones to your BB via USB without a data plan. It's a lot of work.
