I had a razr that I used motorola mobile phone tools with. this allowed me to load my own mp3 on my razr from my pc. is there any way for me to do this with my bb7130e?

Unfortunately not.

As has been mentioned in a few other threads, the way to get ringtones to your BB is to upload them to a web site and then download them using the BlackBerry's browser.
