Partial BBM outage? -

I have both Sprint and VZW berries and both are experiencing issues with BBM 5*.33 (location the Northeast).
Up until late Saturday 10/31 the display pic in the messenger list was the pic that the contact chose for their own display pic. Now many of my contacts have updated their pics and the new pics are not being pushed to the bbm contact lists.
Could this be an outage? Is RIM doing some server upgrading that is causing this? -or- Is this a new "feature" that RIM is rolling out for BBM?
