Not just Moncton. Outage is in Ottawa ON too. Web services are out. I have partial e-mail service. If the message is sent directly to my telus.blackberry.net account I get it. If it's to my gmail account I do not. Also no Facebook or Twitter service. But txt messaging works fine.

update: Service appears to have been restored in Ottawa.
