The Meter is in Great condition, I have no way to test it but the needle Moved when I was running my finger over the plastic, it goes back after a while though.It is used so it does have some wear and tear in the form of scuffs and scratches, Please make sure to look at all of the pictures for the condition, they are part of the description and what you see its what you will receive.
