Maps are located on (I would guess) on a RIM server somewhere since it's a RIM application.

If you're on a BES, your BB will connect (via HTTP, using the MDS Connection service on the BES) to RIM's servers for the map data.

The actual URL will vary, but if you're on HH OS 4.2.1 it seems to be "maps421.blackberry.com". Other URLs are used for e.g. points of interest.

If your BES or something between your BES and the Internet is preventing this access, you won't be able to see any maps.

Just a guess, but maybe your BES admin whitelisted the maps URLs and your "device reset" involved a handheld OS upgrade that meant that it was going to a different URL?
