how to delete a voicemail with no phone service

I just got a new 8820 from work. I only have email service on it, no phone service, however i have a little cassette icon that seems to indicate i have a voicemail. When I try to check voicemail I get a message that I am only allowed to make emergency calls.
how can I delete the message?
