New Blackberry OS - Carrier downgrades the files
 
I loaded 4.6.0.301 0n my Bold yesterday which is a much later version than the one my carrier is currently supplying.

Shortly after loading I got messages saying that I needed to reboot so that changes could be applied to my device.

After reboot I tethered my Bold to the laptop and opened up Desktop Manager. I immediately got a message saying design update was available for my 4.6 Core Applications.
  1. Is this the Carrier that can alter the core files to my OS.
  2. I am pretty sure this is not an issue with our BES.
  3. Is it possible that one of the third party apps on my BB is asking for this customisation?

Advice please?

This could be as simple as the BlackBerry Desktop Manager software finding a language pack that you previously removed. My Tour did this recently and all I got was Portuguese. I had previously un-installed it and now my BB was trying to put it back. I just say no to these "core apps" updates.
