Bought a used Storm notice is missing Browser Icon

how can i find or create a new Browser icon, im guessing the past owner deleted the icon...

No it would be because you are on AT&T and not Verizon

you can always wipe the device an install the os again, if youre using the phone with att or tmobile youre gonna have to install the service books for the specific crrier

Service book issue no need to reinstall the OS.
