I have paid $40 for unlock 8830.
Mar. 4, 2008_Payment To_newmobilefreedom.com_Completed -$40.00 USD.
But they until today didn't give me the code and didn't refund my money.
How I can receive money back?

If you have and you paid with Paypal, dispute this with Paypal.
If you paid with a Credit Card, contact your bank and work through them.

Yes, I wrote them many times. They ask my IMEI again and again although I write it in every message.
I have paid via PayPal, I'll try to open dispute.

I am having a hard time finding them under resellerratings.com, I agree with NJ that you should contact PayPal asap. I had an issue with some company a year ago and I was very happy when PayPal listened to my complaints and went after them for me (they ended up giving me my money back and they went after them)

Disput with PayPal has closed, because it has been open for more than 20 days.
I can't refund my money. Very bad and dishonest unlocker, I don't advise to deal with.
Are there any possibilities to refund?

If PayPal will not allow you opening a dispute you chances of recovering the funds is slim to none!

Contact the seller again and ask what is going on? This is your only hope!
