It is an interesting legal question if a private company can put a boot on a car/truck "in a public place" and then charge to have it removed. There have been several attempts in Texas to make it illegal but so far the legislature has not put a law on the books to outlaw the practice.
I did find out that if a parking space has a number or the name of a tenet then you can have someone towed. If a space is unmarked then it is "public." May be different in your state.
When I was on the HOA of a condo I lived in many years ago a Houston Police car parked in a marked fire zone and I politely asked that he move his car. He told me in a rather unpolite manner that he could park anywhere he wanted to. I told him I was calling the fire marshall after I took pictures of him parked in a marked no parking zone and then he moved his car rather quickly. Our condo had got into trouble with the fire marshall over various issues and we cleaned them up including painting no parking fire zones at various places.
Always less than expected.
