Default Rogers OS 4.0.2.49 load onto AT&T 7290 - 10-27-2005, 10:50 PM

I downloaded the Rogers OS 4.0.2.49 and tried to load it onto my unlocked AT&T 7290 but there seems to be no VENDOR.XML file included in the new Rogers OS. Does this mean that Rogers caught on and RIM changed the OS so that you can only load the OS from the carrier that matches the carrier of the handset?
