Check this on your BB:
1.) Go to options -> Service Books.
2.) If you don't see Web Client [CMIME], you haven't received the Service Books.
As the gentleman pointed out above, you need to login to your BIS account via your laptop, click on "Options" and scoll down to "Send Service Books". Make sure you have good coverage (under -100 dBm...find this in "Options -> Status"...the lower this number is the better your reception). If it's over -95, your coverage isn't good enough and you won't get the books.
When you do receive them you will have a new email in Messages that says you can now use your BIS account. Lemme know if this works.
