Default Wireless Synchronization Missing

I am the BES Administrator here at our company and I loaded 4.1 on my Verizon 7250. When I went into Inbox --> Options --> Email Reconciliation, the only option available was Delete On:. Wireless Synchronization and Conflicts were missing. I could not figure out how to force it onto the Blackberry other than using the Desktop Manager. Before using the Desktop Manager, I saw my Wireless Message Reconciliation was Disabled. After I turned on the option in the Desktop Manager and synced, then it appeared. We have a bunch of people who have Reconciliation disabled. Is there any way of enabling this feature wirelessly?
