Is it possible to push down device software upgrades remotely?

My issue is I have a v3.7.121 device on my BES 4, I need to re-enable this via enterprise activation which I believe is only available on v4.

No. Handheld OS upgrades must be down locally via a PC. You can not push one down over the air.
