I see the icon but cannot find any documentation or explanation of how to use or load pictures.

Can anyone give me some guidance???

The only way to load pictures is to email them to yourself, or upload them to a website and download it from the website using your blackberrys' browser.

Default still can't picture it

when a picture (i.e. JPG) is sent to my device it doesn't seem to recognize it as a attachment it can open. Is there a setting I must configure?

contact your provider and question their implementation of BlackBerry Internet Service (BIS) 4.0.
