i have checking the programs in IE and the y are all pointing to outlook, users profile has been setup for the exchange, yet when i try to browse to the folder under one of the applications i have no response

First, start Outlook in connected mode before starting Desktop Manager.
If DM still complains, try reconfiguring DM through Add/Remove programs - Modify. Make sure you're set up correctly - BES/Enterprise, BES/Redirector, BIS.
