I'd say WiFi, because the GPS on BlackBerries is such a pain. Especially while driving. Have to keep moving the ball or pushing buttons to keep it "alive."

If you are talking about the OS on the BB, then yes, carriers do make changes to the OS before "releasing" it to it's users. Especially Verizon, disabling GPS and other functions.
