it's time for exchange :-)
I called up RIM, and they still insist that every thing is fine at their end. The handset isn't blocked / locked at their end.
they are saying that the handset has to be provisioned properly.

I made the blackberry support person talk to RIM so that he may understand what's RIM saying about provisioning.
After the call my support guy tried something interesting to show that he is doing...

Thanks to every one for their response.
Actually I work for the operator :-). I sat with the BES admin and asked him to do what is being shared by the RIM expert. and he tried every thing.
