Issue:

I have about 40 users on BES 4.1.3 and I'd say about five of them have sent blank messages from their Blackberries at one point. A couple probably more so than the others. ...

New version fixed the exact same issue I was having. Try deleting google map from Applications and reinstall the latest version. Worked for me :)
