It could be that the 4.0 hh version of that...

It could be that the 4.0 hh version of that feature doesn't work unless you are also on a 4.0 bes.

Have you tried going through every option from the message list to see if its just been moved...

That type of reset doesn't always give a sim card...

That type of reset doesn't always give a sim card error, I think they have implemented a quick reset that only does either the radio or the apps and when the other one has problems those problems...
