That's exactly what I think too - when it says 5000 meters, the radius is 5000 meters. Sitting at my desk, I am back on my ocean tower again, with a 1700 meter radius, and I am probably 4-5...

Assuming that the radius of the circle is the 1700 meters, I am another diameter away, making for 5100 meters away from the tower. I am far outside the light blue circle.
