To force it you will have to turn mobile network off, then remember to turn it on again. But you will lose voice while mobile network is disabled.
For what it's worth, those with UMA capable...

Yeah, I don't know about calling it a bug. Maybe poor organization. But I'll bet there's a reasonable explanation for the way it is. And as 'Draven says, that's the way it's always been.
