Yes, all carriers will get this update evenutally as RIM upgrades its servers. We in North America should see it by mid-summer, hopefully.

But would that effect the EDGE signal? I understand it affecting the receipt and sending of mail, but what about the actual tower signal he shows?

I don't believe that would affect his capturing an EDGE signal.
An outage in the AsiaPacific area could affect his receipt of BES mail, however.
