If this is a known issue and loggin this instead of RELOAD_FOLDERS, why is it trying to do the reloading of folders ?

Log Entry - message delay
Under BES 5.0.3 MR7, I noticed some entries in the log files, I am not sure what it means but know that its causing mail delays of 47mins for this user. I would appreciate if someone could explain...
