I just realized that my 3rd party web browser (Minuet) works with the Rogers network *without* setting up the APN settings. The settings in the TCP menu are blank. I may have wiped them by accident...

Don't know about other apps, but Minuet will give you that error with 3.x OS. You need to upgrade to at least OS 4.0. OS 4.1 would be recommended.
